Don't necessarily need power to go down for the mobile phone network to stop working. Congestion will crash a mobile network, newer 4G stuff might be better but most of the mobile infrastructure involved in Black Saturday went down even with power.
If comms is important to you, then you probably should prep around it.

scooter, we have looked at walkie talkies (not sure if they are called that today, but its a term I'm familiar with and have decided on a Uniden UH076DLX. Expensive - around the $300 mark but comms will be critical.

If you dont need the latest and greatest and all the 80 channels on offer these days (with CB stuff) and if you're on a budget, I would recommend some of the 40 channel UHF CBs on the second hand market now. You can get GME TX4000, 4200 & 4400 for around $100 - way under for the 4000. The old Uniden UH series can be had even cheaper.
They all are of reasonably robust design and will be a cheap way to set up, use and help you work out what you really want down the track if you need anything extra at all.
